Board oks 2009 budget and program

The NHA Board of Directors approved the Corporate Operating Budget (COB) for fiscal year 2009 amounting to P11,667 million, or six percent lower than the COB for 2008.

This year’s budget is expected to support the agency’s work program covering a production of 51,365 units of housing starts in 168 new projects and 44,048 units of housing completions; disposition of 43,917 units with a projected sales value of P13,150 million and a collection target of P1,878 million.

With the approved budget, NHA targets to complete the following priority projects: relocation and resettlement operations for 39,780 families affected by the Northrail-Southrail Linkage and Northrail resettlement projects; relocation and resettlement of 859 families under the NLRX resettlement projects (Segment 8.1); the Calamity Assistance and Rehabilitation Effort (CARE) covering 3,578 units in Bicol Region. The budget will also be utilized for the implementation of the “Pirma Mo Pabahay sa Iyo” program to document sale of occupied units; and for the Housing Loan Restructuring and Condonation Program under RA 9507.

Of the total budget of P11,667 million, 87 percent or P10,112 million is allocated for capital outlay; 13 percent or P1,476 million for current operating expenses (COE) and P79 million for debt service.

The P10,112 million budget for capital outlay is 55 percent more than the 2008 obligations of P6,515 million. Seventy-five percent of capital outlay is earmarked for the completion of national government priority projects: rail resettlement (P6,870 M), NLEX resettlement (P416 M) and CARE (P326 M).

Sources of fund for the COB include beginning balance of P5,740 million or 49 percent of total COB and new funds of P5,927 million or 51 percent.

Moreover, new funds consist of NG support amounting to P4,000 million (resettlement funds of P3,700 million and local housing funds of P300 million) and corporate receipts amounting to P1,927 million.

Resettlement funds are utilized to complete the Northrail-Southrail Linkage Resettlement Projects up to Calamba, Laguna and northrail resettlement projects up to Mabalacat, Pampanga. The funds will be used to acquire developed lots and housing units, construct various community facilities, water and power connection and other relocation expenses. On the other hand, local housing fund is used for housing and housing-related programs in all congressional districts.

It is projected that total corporate receipts to be raised in 2009 would reach P1,927 million from installment contract receivable and rental receivable.
