To address concerns of family beneficiaries regarding the need to upgrade and maintain community facilities and provide livelihood and infrastructure projects in NHA resettlement sites, the National Housing Authority formalized the guidelines on the utilization of funds for such purposes.
Money for such purposes will be sourced from the Socialized Housing Unit Participation (SHUP) funds collected by NHA from the private sector in compliance to the 20 percent socialized housing requirements under Section 18 of RA 7279.
NHA Management issued Memorandum Circular no. 2229 dated May 14, 2009 to ensure uniformity and consistency in the approval process of project proposals covering the utilization of SHUP funds under the Resettlement Support Program (RSP).
The RSP covers implementation of small scale localized projects such as upgrading, rehabilitations, improvements, services, maintenance and provision of livelihood, infrastructure component facilities and other basic services/ facilities in existing resettlement project, particularly the Northrail and Southrail projects.
The program particularly includes tree planting, beautification, garbage collection, security support assistance, provision of multi-cab vehicle, multi-purpose building and livelihood centers, construction of small talipapa market and other basic community facilities that will improve the lives of families in NHA resettlement sites.
RSP also covers repair and rehabilitation of existing facilities like water or power supply, drainage lines, riprap works, shallow wells, access road leading to the site and provision/ repair of other basic infrastructure components and facilities.
Projects under the program may be directly implemented by NHA or in joint venture with local government units, other government agencies and private sector partners to include landowners, developers, housing constructors, non-government organizations and community association.
Notably, all project proposals under RSP shall be initiated by concerned Area Management Offices (AMOs) utilizing the SHUP funds collected from their respective area of jurisdiction. The AMOs shall be responsible for monitoring the status of program implementation to include approval of project proposals, release of funds and overall status of projects in their respective areas. |
