JOINT VENTURE WITH THE PRIVATE SECTOR. A strategy based on a resource/expertise-sharing scheme with private landowners and private developers with equity contribution taking the form of land or funds for development. The Sites and Services Development, Core Housing, and Medium Rise Private Housing Programs could be carried out under this approach.
JOINT VENTURE WITH LOCAL GOVERNMENT UNITS. Pursuant to the provisions of RA 7279 and in support of the Local Government Units' housing initiatives, NHA has institutionalized the Resettlement Assistance Program to LGUs, the Local Housing Program and the Joint Venture Program whereby the NHA and the LGU jointly implement socialized housing projects. The NHA contributes funds for development and provides technical assistance to LGUs in project planning and supervision. The LGU, on the other hand, provides the site and funds for development.
JOINT VENTURE WITH NGOs AND POs. Through a joint venture scheme, the NHA draws the participation and resources of non-government organizations (NGOs) as well as people's organizations (POs) in housing provision. Community-based approaches, such as the Land Tenure Assistance Program, the Community Mortgage Program, the Community Land Acquisition Support Program and the Cooperative Housing Program were adopted to mobilize NGO and community resources and initiatives. The NHA extends technical support in terms of identifying land suitable for development, preparing site development plans, accessing possible fund sources, and providing works engineering services. NGOs' and POs' contribution may be in the form of funds for development (from savings, proceeds from loans or grants) and the provision of labor for construction.
ORIGINATION. The NHA acts as originator of housing loans availed by organized community associations from the National Home Mortgage Finance Corporation under the Community Mortgage Program. As originator, NHA extends technical assistance to community associations in terms of organization and registration, negotiation with landowner, preparation of required plans and maps, formulation of disposition and collection scheme and coordination with national government agencies.
DIRECT DELIVERY. NHA undertakes housing development on its own through the award of civil works contracts. Project planning, financing, implementation/contract supervision, and disposition of housing units are undertaken directly by NHA. This approach is pursued in areas where there are no potential partners, either government or private, or where the magnitude of the project is beyond local capabilities and for major projects of national concern.
TECHNICAL ASSISTANCE. The NHA provides to its joint venture partners the technical support and services required to ensure proper planning as well as efficient implementation, operation, and management of the housing projects. The technical assistance provided by the NHA covers any of the various aspects of project development: project planning and packaging, project implementation, works engineering, project supervision, beneficiary selection, and estate management. The NHA may likewise extend technical services to Local Government Units in the formulation of Local Housing Plans that would define the programs, strategies, and approaches that the LGUs could adopt and the targets and resources needed to effectively address the housing problem within their localities.
