The AFP/PNP Housing Program is a flagship program of His Excellency President Benigno S. Aquino III for the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP) and the Bureau of Fire Protection (BFP) personnel per Administrative Order (AO) No. 9 dated April 2011.
Under the AO, President Aquino ordered the National Housing Authority (NHA) to formulate, implement and manage the housing projects for the uniformed men and women of the military and police personnel. It also directed the Department of Budget and Management (DBM) to give priority attention to fund the program.
The AFP/PNP Housing Program largely provides permanent housing and security of tenure to the military and police whose need for housing must be addressed immediately.
Vice-President and HUDCC Chairperson Jejomar C. Binay led the NHA in overseeing the construction of this program. While Phase I of the Program has been completed totalling to 21,800 units last year in Bulacan, Rizal, Cavite, and Laguna provinces, NHA General Manager Atty. Chito M. Cruz reported that President Aquino initiated the expansion of this Program in the urban centers of Luzon, Visayas, and Mindanao. This will provide a total of 31,200 housing units in 34 sites nationwide, with at least one (1) housing site in every region, with a maximum of 1,500 units per location (city or municipality). Estimated program cost is P8,514,480. Each housing unit has a lot area of 40 square meters with 22 square meters floor area, loftable, and subject to Batas Pambansa (BP) 220 minimum standards.
As of December 31, 2012, a total of 9,130 or 30 percent of the target housing units had been started and construction is in various stages of development, to be fully completed by Fiscal Year (FY) 2013.
To date, the Authority has already received a total of 15,405 applicants: AFP 12,165; PNP-1,881; BJMP-841; BFP-841, for the housing units in identified sites nationwide.
Meanwhile, 6,805 applicants have been prequalified based on the NHA alpha listing. Acceptance and processing of applicants are on a continuing basis.
