Bukidnon Housing Team: Lingkod Bayan awardee

The 8-man Bukidnon Housing Team of the Province of Bukidnon was cited the Lingkod Bayan Award during the 111th Philippine Civil Service Anniversary held last November 9, 2011 at the Rizal Ceremonial Hall, Malacanang Palace. Executive Secretary Pquito N. Ochoa, Jr. presided over the ceremonies on behalf of His Excellency President Benigno S. Aquino III.

As a backgrounder, the Province was a recipient of the Resettlement Assistance Program to LGUs in 1994. NHA provided the continuing capacity-development trainings on planning and design, sales and disposition and collection through the years. Todate, from the original purpose of simply resettling 226 informal settlers, it became a self-liquidating initiative with the following:

From Php 10M RAP-LGU to Php 420.26 M endeavor;

From 226 families resettled to 6,248 families with security of tenure

From 12 hectares to 165.8397 hectares developed;

Landbanking of 52.4479 hectares for housing sites;

Expanded to 50 more projects;

Provided funding and partnered with 19 municipalities for the 27 Paglaum Village projects utilizing the same concept of self-reliant operations;

Implemented 5 economic housing projects;

From Php 1M subsidy to operations in 1994 to zero-subsidy by 1999;

From an initial local-central government partnership to an all-inclusive participation of the civil society;

And from a social concern to an enterprise development program

Families, agencies, heads and LGU officials of the Awardees witnessed this milestone. Engr. Judy A. Fernandez, Officer-in-Charge (OIC) of NHA Region 10 endorsed the entry, Ms. Doris A. Siao, Program Director, Capacity Development Program for Local Government Units of Mindanao Office documented the performance of the team through the years and Ms. Imelda C. Teves, COMREL Chief A of Region 10 were present during the awarding.

The Awardees were conferred gold-gilded medallions, plaques from the President and from the Executive Secretary. A cash prize of Php200,000.00 was given and every Team member is entitled, pursuant to section 5 of Executive Order No. 508 (instituting the Lingkod Bayan Award as the Presidential Award for Outstanding Public Service), to an automatic promotion or salary increase to the next higher position suitable to each member's qualification and with commensurate salary. In instances where there is no next higher position or if it is not vacant, a salary increase equivalent to the next higher position shall be given and incorporated in each of the team members' basic pay.
