President Benigno S. Aquino III promised to build this year 20,000 housing units for the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) officers and men.
He made this promise during the 25th anniversary of the 1986 EDSA Revolution, through the issuance of Administrative Order 9, dated April 11, 2011, ordering the National Housing Authority (NHA) to formulate, implement and manage housing projects for 20,000 military and police personnel.
Under the AO, it also directed the Department of Budget and Management (DBM) to give priority attention to fund the Php4.29 billion housing program and the Home Development Mutual Fund or PAG-IBIG to prioritize financial aid to the beneficiaries through a "special loan window" scheme.
This AFP/PNP Housing Program will largely provide permanent housing and security of tenure to the military and police personnel whose need for housing must be addressed immediately by the Aquino administration. On 23 May 2011, President Aquino together with Vice President and HUDCC Chair Jejomar C. Binay and some cabinet officials, the military and police visited and launched an AFP/PNP Housing Program in Bocaue, Bulacan named Bocaue Hills Housing Project.
The 27 hectare project will generate some 4,000 house and lot units out of the 20,000 units intended for the qualified AFP/PNP personnel. Completion of the housing units as well as provisions for community facilities/livelihood opportunities are being prioritized by the NHA, in coordination with the local government unit, national government offices and other non-government sector. Individual power and water connection will be provided by MERALCO and Bocaue Water District respectively.
Other AFP/PNP housing sites are at various stages of construction in South and North Luzon. These housing sites are located in the following towns: to the north – Bocaue, San Jose del Monte and Norzagaray, all in Bulacan; to the east, Baras and Rodriguez in Rizal and at the south, Calamba, Laguna, Trece Martires and Gen. Trias in Cavite.
