President Gloria Macapagal Arroyo led the groundbreaking ceremonies to signal the construction start of NLEX-C5 Northern Link Project Phase 2, Segment 8.1. The opening of this vital road infrastructure will help decongest metro Manila as it provides east and west access to mainline NLEX.
During the groundbreaking, NHA turned over to the Manila North Tollways Corporation (MNTC) 2.34 kilometers of cleared areas in Brgy. Gen. Tiburcio De Leon and Brgy. Ugong, Valenzuela City.
Affected by the NLEX development are a total of 3,347 families relocated by NHA to the following resettlement sites: Northville 1B Brgy. Punturin, Valenzuela City; Northville 2 Bignay, Valenzuela City: Northville 4A and 4B Lambakin, Bulacan; Towerville Phase 5 Bulacan and Southville 4 Sta. Rosa, Laguna.
The Manila North Tollways Corporation (MNTC) committed to start the construction of Segment 8.1 this year, serving as springboard for the full implementation of Phase 2. Other components of Phase 2 include Segment 8.2- 10.2 kilometers linking Mindanao Avenue and C5, Katipunan, Q.C.; Segment 9 – 3.8 kilometers linking NLRX and McArthur; and Segment 10 – 5.7 kilometers linking McArthur to Letre.
Specifically, the MNE project consists of three phases:
- Phase 1 consists of the rehabilitation and expansion of the existing 84-km NLEX that connects Metro Manila from Balintawak, Caloocan to Sta. Ines, Mabalacat, Pampanga. Phase 1 also includes the 8.8-km Segment 7 that extends from Tipo to the Subic Special Economic Zone.
- Phase 2 comprises the construction of the 16-km Circumferential Road (C-5) that will connect the existing C-5 expressway with the NLEX and onward with McArthur Highway to the west of NLEX.
- Phase 3 of the project is the completion of the 58-kilometer “Subic-arm” linking NLEX to Segment 7 and a 6-km segment extending C-5 from McArthur Highway to Letre Road (Segment 10).
